Encoding Options in WS 2019

Ive run into a weird thing in Windows Server 2019, when I look at the encoding options in NotePad, it only shows one option for UTF-8, when i save a file using that, its adding the BOM. On my laptop, if i look in the same place, i see two options instead, UTF-8 With BOM and UTF-8. If i try and save with the same selection as on WS19, it does not create the BOM.

Why is WS19 creating a BOM when its clearly not selected as in Windows 10/11? Furthermore, how do i enable that option without affecting the system?

Trying to automate a procedure in SSIS, when i run the package from my desktop, it does just fine but when i run it from that server, its creating the BOM. Ive also tried removing the BOM through a script but when i go to create the new file, its putting it back. Very annoying :(
