I'm Kevin B. Windows user like you. I do apologize for the inconvenience, let me help you sort things out.
Kindly restart your computer and stay on the sign in page.
Press and hold the Shift key and click on the power icon on the lower right.
Click on restart while holding the shift key.
It should boot on the Windows Recovery environment.
Click on Troubleshoot.
Click on Reset this PC.
Choose whether you want to keep files or remove everything.
Check if you will be able to reset using that option.
