How does traffic flow segment determine the range of the segment in azure maps?

I am working on the extraction of traffic data to extract real-time information from azure maps, however, I am looking into extracting data from a lot more road segments. When I tried extracting that information the range of the road segments was varied so I was wondering what this (inconsistency?) is based on that is not explained in the documentation get-traffic-flow-segment. Particularly I would like to understand how the segment is calculated and what factors affect its length.

To clarify this is for non-commercial purposes.

The road segments are broken up based on the methods used by OpenLR. OpenLR is an open standard used by many companies as a standard way break up road segments and assign common id's. http://www.openlr.org/
