According to your description, the problem is caused by the graphics card driver.
You can go to the graphics card manufacturer's official website to update the graphics card driver. If you don't know your graphics card model, you can press Ctrl+Shift+Esc to open the task manager - performance - GPU (here will display your integrated graphics and discrete graphics) - update them.
Also, you can see if the mouse cursor is properly displayed in safe mode.
Press Win+I - System - Recovery - Advanced Startup - Restart Now - Choose an option - Troubleshoot - Advanced Options - Startup Settings - Restart - After the computer restarts, you will see a list of options. Select 4 or press F4 to start the computer in Safe Mode. Alternatively, if you need to use the Internet, select 5 or press F5 to enter Safe Mode with Networking.
