Cannot enable FastCGI in IIS under Windows 11

I am running Windows 11 Pro version 22H2, build 22622.290 with Windows Feature Experience Pack 1000.22632.1000.0. I have already reset Windows once because IIS failed to install properly. It now installs, but CGI/FastCGI doesn't. I've configured Windows Features to include CGI:

However IIS Manager cannot run PHP Manager and the CGI settings icon is missing, as is the FastCGI module.

Why is this? What can be done to resolve it? I hesitate to reset Windows yet again, but may have to.

    Dear StephenPalmstrom,

I'm very glad to see you in Microsoft Community.

I understand that the IIS manager cannot run the PHP manager and that the missing CGI settings icon is bothering you.

However, this issue is beyond the scope of technical support on our Microsoft forums. Post this question on Microsoft Docs, where you can get more solutions.

Wish you have a good day!
