This is on all browsers. I have tried resetting chrome just now and still occurs every now and again.
The sites are: https://github.com and https://reddit.com
I doubt the issue is the site.
This browser is no longer supported.
Upgrade to Microsoft Edge to take advantage of the latest features, security updates, and technical support.
For the past month or two, I've been getting SSL connection errors randomly when loading sites or playing games that request external resources from sites.
This is not 100% of the time but is still very annoying
I don't know if this is an SSL issue or whatever but I have done as much research as possible and have found nothing that replicates my issue, sorry if that seems ignorant, I just don't have a clue what it is I'm looking for.
All the details I have:
Windows 11 (happened on 10 too)
Network Adapter: KILLER E2600 Gigabit Ethernet Controller/ KILLER AX1650i
Connection Type: Wired Ethernet
Error message in games: SSL_connect failed with error -308: error state on socket
Error 400 in chrome (I think?) when sites don't load (I just refresh)
Usually does this on Reddit and Github from what I can notice
Tried with firewall off
Tried with VPN on (worked, but not a solution)
Tried using alternative anti virus software
Tried resetting PC and upgrading OS to Win11
Tried enabling SSL 3.0 and all those Internet Option settings things to fix this sorta thing
Tried Troubleshooters
Tried using WiFi connection
Tried Restarting PC (obviously)
Any help would be massively appreciated.

Hello thieif,
Thanks for your post in Microsoft Community.
May I ask do you get the same error when you open website through browsers other than Chrome, such as Edge? And can you provide these sites for us to test to see if the problem is the site itself.
You can try to reset Chrome browser to check whether it is caused by some settings in the browser:
Thanks for your patience and understanding.
