Cannot get Start Menu . Settings to work

The past few weeks, I cannot click on the windows start menu, I cannot get into settings or any windows functions. I have endlessy looked up videos/tips/tricks and NOTHING works- everything that is suggested to try, I can't because I cannot get into the Windows settings to even perform half of the tips. My microsoft edge is also not working either and I haven't been able to fix that as well. Its very frustrating and I don't know what to do. I can get the run command on but it can't get it to open the windows setings, it just spins and never opens. Any help or tips would be greatly appreciated- Also , one day I was able finally to get into the settings after restarting a few times. I tried to check for a windows update- which is performed and then it also said 'This PC doesn't meet the minimum system requirements for running Windows 11*'* .

    Please try the following methods below.

    **Restart Windows Explorer

    Press Ctrl + Shift + Esc to open Task Manager.

    Select the Processes tab.

    Scroll down and look for Windows Explorer

    Right click then select Restart.

    **Please try to run SFC and DISM to check for any system errors and corrupted files.

    After that, restart your computer

    Note: You can open command prompt by doing this,

    Press Ctrl+Shift+Esc to open Task Manager then click File

    Select "Run new task" then type: cmd

    Make sure to put a check mark on the "Create this task with administrative privileges" box

    Continue with the commands within the link above.

    **Repair all Windows apps via PowerShell

    Press Ctrl+Shift+Esc to open Task Manager then click File

    Select "Run new task" then type: powershell

    Make sure to put a check mark on the "Create this task with administrative privileges" box

    Copy and paste the command below one at a time then press Enter. Please ignore the red errors and let the process complete.

    Get-AppxPackage Microsoft.Windows.ShellExperienceHost | foreach {Add-AppxPackage -register "$($_. InstallLocation)\appxmanifest.xml" -DisableDevelopmentMode}

    Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_. InstallLocation)\AppXManifest.xml"}

    Restart your computer

    I've tried restarting the Windows Explorer a few times with no luck, Checked for corrupted files and nothing came back.

    The PowerShell seems to be the one giving me trouble, Got it to work once and got an error- restarting the PC and nothing. Tried it today and it's been sitting at the same % for the past 3 hours, so just leaving it alone and letting it sit to see if anything moves.- Image

    Update its 5pm I started it at 11am and its still at the this same % that it's been at all day. Never completed.
