I understand your windows hello shows this option is currently unavailable.
May I ask whether facial recognition, fingerprint recognition, pin code are all not available or one of the options?
Please provide your OS version and version number.
If your version is the enterprise version, the access permissions for features such as Windows Hello face and fingerprint recognition are controlled by your company's IT administrator. You can't use the windows hello function because the IT administrator has turned off the use of this function.
Please recall whether you have installed some third-party system optimization or security software recently? If there is, we recommended that you temporarily uninstall it.
Also, please try to create a local account and use this account to set up windows hello:
Choose Start > Settings > Accounts, and then choose Family & other users. (In some versions of Windows, you'll see "Other users.")
Next to Add another user, select Add account.
Select "I don't have this person's sign-in information," and then select "Add a user without a Microsoft account" on the next page.
Enter a username, password, and password hint, or select a security question, then select Next.
Change the local user account to an administrator account.
Choose Start > Settings > Accounts.
Under "Family and other users," select the account owner name (you should see "Local account" below the name), then select "Change account type."
Note: If the account you choose shows an email address or doesn't show "Local Account," you're granting administrator privileges to a Microsoft account (not a local account).
Under Account Type, select Administrator, and then select OK.
Log in with the new administrator account.
