This was very helpful, thank you!
Windows Hello Installation
I accidentally put windows hello set up on the wrong account. I no longer have access to that account as I deleted it. I wanted to set up Hello on my new account I'm using on my surface book now. When I try to set it up I get an error message saying I already have Hello set up on another account and need to remove it from that account before can set it up on this one.
"Sorry, something went wrong. It looks like you've already set up Windows Hello on another account. Remove face recognition from your other account, and then try again."
How do I fix this?

You can use this procedure to delete all previous existing biometrics files and then set them again.
Step 1: Create a system restore point. You can see at this link how to create a system restore point.
https://support.microsoft.com/en-us/windows/cre...
Step 2:Delete the biometrics files
1-Right-click on Start then click on Run
2-Type: services.msc and click on Ok
3-Search for the “Windows Biometric Service”, right-click on that, and select "Stop the service".
4-Open the File Explorer
5-Go to the folder C:\Windows\System32\WinBioDatabase
6-Back up the Dat files in this folder by copying and pasting the files into a new folder on your Desktop
7-Delete all original files in the WinBioDatabase folder
8-Start the "Windows Biometric Service" again(items 1 and 2)
9-Then try to set the Windows Hello again
