My windows 10 account will not allow me to sign in. The password is correct and my keyboard is not the problem. When I go to troubleshooting and select they key for enable safe mode with command prompt, my pc restarts but the command prompt does not come up. When my pc loads back up, it takes me to the lock screen but shows no sign of the command prompt.
I would really appreciate some assistance.

I appreciate the response but where do I type “bcdedit /set {current} safeboot minimal” into? The command prompt does not show up when I attempt to pull it up using the troubleshooting start up options.
The command can be typed into administrative command prompt using Windows Recovery Environment (RE).
Find a flash drive that you can format ( > or = 8 GB).
On a working computer create a bootable Media Creation Tool (MCT) (Windows 10 iso):

Insert the flash drive into the applicable port on the problematic computer.
Boot to the flash drive > Windows RE > troubleshoot > command prompt > type the earlier command
An alternative method to open safe mode that you can try is via msconfig > click boot tab > check the safe mode box > place the dot for Alternate shell > click restart

This is the command to boot Windows into Safe Mode:
bcdedit /set {current} safeboot minimal

Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button for 5 - 10 seconds to perform a Hard Shut Down
Do this twice
On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt... etc.
Are you blocked from using these options by a password login?
Go to Troubleshoot - Advanced Option - Startup Repair
See if Windows startup can repair itself
Go to Troubleshoot - Advanced Option - System Restore
Check to see if you have a restore point you can go back to
