Why is a Signed Driver not Installing?

Good Morning:

The company I work for makes specialty science data collection devices. One family of devices has a USB connection and I went through the process of getting the driver for it signed a few years back.

The driver has been installing and working on countless Window 10 systems. However, we have a customer with 2 Panasonic ToughBooks, both about 1 year old, both running Windows 10 and are up to date. The drivers will not install on these systems. The message box we are getting is:

"Windows found drivers for your device but encountered an error while attempting to install them."

"Windows cannot load the device driver for this hardware. The driver may be corrupted or missing (Code 39)."

We have checked and rechecked the integrity of the drivers. It cannot be stressed enough that the same driver package will install on any other system we try with Windows driver signing enforcement fully enabled. It's just these two systems.

Can anyone offer an explanation for this? Troubleshooting strategies? Condolences?

    A possibility is core isolation, and if so, you could try disabling it:
