Is it posible to enforce a madatory filter in Teams

Working in a field where safeguarding is key, and some clients may not be aware of the risks of an unfiltered background. Is it possible to create a policy that at least gives all uses a default filter from scratch. Even if they can change it thereafter at least we have delivered our end of the effort.
