Error code "0xC002001B" regarding microsoft store apps

I'm having trouble installing/updating pretty much every app in the microsoft store. I've been troubleshooting for a while but cant seem to find the solution. Whenever i attempt to install or update an app it goes through the installation until it gives me the error code 0xC002001B.

sfc scannow found no issues

wsreset.exe doesn't solve anything

any powershell command i've used so far has either: Given me a bunch of errors and not solved anything, or made the problem worse.

A clean windows reinstall i did a couple weeks ago (to fix a windows defender issue) didnt solve the microsoft store issue either.

Please help me solve this

    I never ended up installing windows 11, since somehow, launching microsoft solitaire might have allowed some of the apps i needed to install, install. I still have the error, but not with any apps that i need.

    I hope microsoft adresses and solves this issue, instead of using it as a resource to make people upgrade to windows 11, since I, personally dislike the new look and performance.

    EDIT: Also, i looked through the full error details on "0xC002001B" in the event list.

    Some of the details i found:
    "error 0xC002001B: While processing the request, the system failed to register the windows.licensing extension due to the following error: <Error message string not found>."

    "error 0xC002001B: windows.licensing failed to update critical data for Microsoft.SkypeApp_15.83.408.0_x86__kzf8qxf38zg5c.  Try again and contact the package publisher if the problem persists."

    "AppX Deployment operation failed for package Microsoft.XboxApp_48.88.11001.0_neutral_~_8wekyb3d8bbwe with error 0x80073CF6. The specific error text for this failure is: error 0xC002001B: windows.licensing failed to update critical data for Microsoft.XboxApp_48.88.11001.0_x64__8wekyb3d8bbwe.  Try again and contact the package publisher if the problem persists."

    Seems to be a windows licensing issue? I'm not very knowledgeble regarding this subject. But it might be because the PC is bought from a company, so there's issues with the windows keys they use?

    I believe this is an issue with Windows 10. My company just bought a number of laptops that came with Windows 11. After downgrading them to Windows 10 every single one of them has this issue.

    I've done a re-install of Windows 10 after downgrading, both local and cloud based installs and the issue remains.

    I've done every trick in the book but everything continues to fail with 0xC002001B. I uninstalled the store and when trying to re-install it i still get the same error. It's so dumb that this is an issue and apparently one without a resolution.

    The problem did not exist with Windows 11. I would imagine Microsoft is aware of this issue though and I have a feeling Microsoft isn't going to do much to resolve it.

    Hi Virginia!

    I've been having this problems for 2 days too. Thanks for the help! Looks it did fix things for the office update, but so far I still have the problem for Gamepass games. I'll keep looking and get back if I find something.
