Changing the format of the partition requires to be in preinstall mode. How do I get there?

Hi, I'm Robinson, and I’m happy to help you today.

I know how frustrating this may be for you but I'll do my very best to help you.

If you are trying to convert your partition from MBR to GPT you can run the MBR2GPT.EXE from the Windows Recovery Environment (winRE).

1-Restart your computer while holding the SHIFT button

2-The Advanced Startup menu will open on the boot.

    3-Go to Troubleshoot.

4-Now, go to Advanced Options > Command Prompt

If it is not what you want, please provide more details about your concern.
