error code 0x000000f

Using an older computer with no internet connection. Upon booting with an older HDD connected via USB I received this error, 0x000000f. This was listed as well as some sig importance, File:\Boot\BCD. I am using windows 10 updated from windows 7. I have a valid windows 7 cd to reinstall from. will this work without losing my files? The only internet connection I have is from a public library. Is there a tool or file I can download to a USB drive to correct this problem? Thanks in advance for any assistance.

    Hi. I'm Brian and I will do my best to help you.

    If you have had Windows 10 on the computer you should be able to reinstall Windows 10 without the need to first reinstall Windows 7. On a computer with Internet access, download the Microsoft Media Creation Tool from https://support.microsoft.com/en-us/windows/cre... . You should be able to boot from the USB key you create with that tool and reinstall Windows 10 without needing a product key because your computer will have a digital license on the Microsoft activation servers.
