Microsoft has my account all messed up. They have linked my business account with an old account I had back in 2017. I need to contact someone, however, I can't find how to contact someone. Please help.

Question

I purchased Microsoft 365 business in March, 2020 and Microsoft created an account for me at that time. It has a different banking account for my payment. It seems you have linked both the old account to my new business account. The banking account is totally different from the banking account back in 2017. I don't even have that account anymore.
Last week my hard drive in my laptop stop working and my IT guy at work installed a new hard drive. I need to download my Microsoft 365 in the new hard drive. I don't even know where to begin with this. I desperately need Word, Excel and Outlook.
I hope you can refer me to the correct person that can help me with this.
