I have the same issue:
I can use Windows icon+H and speech is recognised and converted to text, but when I run speech recognition in order to speak voice commands I get error code 0x80004003, context elevated
What do I do to fix this, please?

When trying to enable Speech Recognition trough the Time & Language page, in the setup wizard when I have to say the quote "Peter talks to his computer. He prefers it to typing, and particularly prefers it to pen and paper." it doesn't do anything. When I say the quote, the progress bar shows that it detects my microphone input, but even after repeating myself 3 times, nothing happens. I'm using Windows 11, and before when using Windows 10, this worked fine. It's only after upgrading to Windows 11 I can't active it. What is happening? And how do I fix it?

I understand that the wizard cannot recognize your voice when you use the voice recognition wizard.
This may be a problem with a system component, you can try running the command prompt as an administrator and execute the following command:
sfc /SCANNOW
Dism /Online /Cleanup-Image /ScanHealth
Dism /Online /Cleanup-Image /CheckHealth
DISM /Online /Cleanup-image /RestoreHealth
sfc /SCANNOW

I'm sorry for a very delayed answer. This still doesn't help. I've tried reinstalling language packs, and tampering with cortana permissions. Nothing seems to work. I have tested this on other 2 other devices. Only the one with Windows 11 Home worked. My computer, and the other Windows 11 Pro device didn't seem to work. I don't know if this has something to do with my problem, but I think it's worth adding. Please help.
