Windows Hello Issue

We have hybrid-joined PCs, and I've been testing rolling out Windows Hello one person at a time.

I currently have Windows Hello configured in Endpoint, Account Protection with an Account protection policy.

When the user is prompted to enroll (usually after logging into their machine), they are prompted with the facial setup. Then the PIN requires setup.

The problem is that the dialog to enter the PIN window refuses to come into main focus. It's stuck behind the full-screen Windows Hello screen.

If you Alt-Tab, you can see the dialog is present, but there is no way to being it to the forefront. I've seen similar issues reported in Windows Hello for Business login - Pin screen behind spinning wheel - Microsoft Q&A.

I've rolled it out to three people, and they have all run into the issue. FYI, all three users are running Windows 11.

Any advice?
