irregular cpu usage with lag

hello

my computer is lagging since today. here my processor usage (with rocket league open in background)

i also noticed that my maximal cpu frequency seems to fluctuate regularly between 120% and 5%

Please see if the ventilation of your PC is clean. It seems like your computer is overheating..

    Open your Windows start menu and type "power plan".

    Launch the troubleshooter. Do you have any warnings issued ?

    Thanks for your quick answer.

    I'm in high performance mode and i don't have any other software open.

    i specify that i'm lagging even when the game is foreground.

    also i already reboot my computer and i have a dual boot with linux but i'm lagging only on windows

    Your CPU usage is rightly very low when you're running a game in the background. Do you have an energy power saving mode on ? Or any software that could interfere with your energy management settings ?
