How do I force updates using group policy?

We've been attempting to deploy windows updates for a while now and we're down to a small but substantial group of stragglers. I made a secondary group policy to enforce to finish off the last of the users who needed updates but even though their group policies are up to date the updates will download but not install automatically. What am I missing in the settings?  I have Configure Automatic Updates set to option 3 - Auto download and notify for install every day at noonI have Allow Automatic Updates immediate installation enabled What other settings should I focus on?

The current AD machine is on Windows Server 2012 R2.
