I would suggest filing Feedback so that Microsoft can investigate the problem.
Cursor keeps looping blue circle when not hovering over anything
After updating to the newest Insider Beta channel version, my idle cursor keeps looping the blue loading icon. Other cursors such as Text Select work fine, only the normal icon has this problem. How do I fix it?

While the problem wasn't present on a new local account, it wasn't exactly usable either due to Explorer not being started and auto-stopping when I tried to start it manually.
Edit: On further inspection, I found out Windows was incorrectly using the Working In Background cursor instead of the Normal Select one. Is there a way I could fix it?
