I have installed a second Exchange 2016 server in an existing environment to create a DAG between the two servers but after installing the second server I have noticed the delay of emails that are stuck in the queue from the second server but if we disconnect the newly installed server, the emails are being delivered smoothly. I am requesting your help to figure out why emails are being first routed to the newly installed server and why they are delaying to be delivered.
I am getting "The periodic heartbeat to the primary server (Server name) Failed" from Application event logs.
Emails can be delayed between 1 to 5 hours without being delivered. Your help is highly appreciated, thank you.
Is the new server behind a firewall or blocked from communicating wth the older server in anyway?
They are all in the same LAN with no firewall. Thank you

tells me the server is getting blocked, or the transport service is down or the server itself is down.
Which server is getting that error?
HAve you verified the transport service is up and running?
What does this show on the new server?
Get-ServerComponentState -id <NewServer>
Test-ServiceHealth
Anything in the event logs on the new server?
Message routing through the new server is expected however:
Error is being generated by the second server (new server) and transport services are running on both servers
the issue is being fixed when I disconnect the new server that is causing the issue
If you are seeing this error on the NEW server and its referring to the old server (Server name), then you have a network or firewall issue.
That error is generated if it cant talk to other server's transport service. So its either down or the networking or firewall is causing issues.
Is the Windows Firewall enabled on these servers?

Yes windows firewall is enabled on both second server but the first server is using Kaspersky antivirus, can firewall or antivirus cause the second server to hold emails ??

I agree with Andy that the cause should be connection problems between the two Exchange servers.
Can you also check if the messages are stuck in the queue? And what is the error message?
Thank you Kael, messages are stuck in a queue of the new server with the error " Error communicating with target host 421 Unable to connect ->SocketTimeout: socket error code 10060

Thanks for the update.
I suppose that you didn't add the new server to the source server of the send connector which is used to route messages to the internet.
If the new server failed to connect to the old server, it may fail to deliver messages.
The issue I have is why the new server in the domain is having an issue of connection with the first server while they are pinging each other and no firewall or antivirus blocking traffics

Note that file-level anti-virus needs to have exclusions set:
