Delaying of emails delivery due to new secondary installed exchange server 2016

I have installed a second Exchange 2016 server in an existing environment to create a DAG between the two servers but after installing the second server I have noticed the delay of emails that are stuck in the queue from the second server but if we disconnect the newly installed server, the emails are being delivered smoothly. I am requesting your help to figure out why emails are being first routed to the newly installed server and why they are delaying to be delivered.

I am getting "The periodic heartbeat to the primary server (Server name) Failed" from Application event logs.

Emails can be delayed between 1 to 5 hours without being delivered. Your help is highly appreciated, thank you.

    You should disable the anti-virus completely and test.
    Note that file-level anti-virus needs to have exclusions set:
