Then I believe that file is safe.
Laptop users
So I have been using this laptop now for about a few months and recently I found this file on my computer amdsfhdcd.bin I was confused and tried to delete it but it would just come back and while I was trying to delete it I check the properties and on the security tab under the Group or User names I find a 2 or 3 names under that section which were: SYSTEM, LOCAL SERVICE, BATCH, INTERACTIVE, SERVICE and mine so I had actually 2 questions
- Is amdsfhdcd.bin safe or not and if it unsafe how do I remove it.
- What about the Group or User names are they usual or should I remove them if so how
Again this is a personal computer only I use it and it is not linked under any company or organisation.

Hi. I'm Brian and I will do my best to help you.
That's a file used by an AMD controller. Do you have on on your PC?

Each of those usernames has a specific purpose. Don't mess with them.
