windows 11 screen flickering

I can't find anything to help me. someone please help.

whenever i load a game, my screens will flash blue for a second and i have to re click on the game in order to interact with it. it does this every 30 secs until i close the game. no matter what game it is no matter what I update it still does it. the only way for it to not do it is if i reinstall windows 11. but then my PC will crash and auto update and i have to redo the entire process. Its not my graphics card because i just swapped it for a 3070TI from a 3060. The nvidia drivers have been updated and rolled back to a later update. the only temporary fix ive found is to restart windows explorer about 5 times.

I also cant access my taskbar without hitting windows key and waiting 25 seconds for it to pop up.

    I have run the sfc and dism checks and it says nothings wrong and it doesn’t fix anything. Safe mode and clean boot don’t do anything either. It’s a custom build

    Could you please tell me what is your device model? I feel like there's something wrong, and it may be an incompatibility.

    Have you already run a SFC and DISM check? Have you tried if the issue persists in Safe Mode or Clean Boot?

    Well i figured out what the problem is but i have no idea on how to fix it. My windows explorer fails anytime i open an app and it continues to fail even after i close it. this is what i have as far as the crash report. i have 255 of these over 4 hours.

    It could be a Windows system issue

    Please try the following.

    1. Install the latest Windows Updates.
    2. Use System File Checker to check and fix corrupted system files that may be the cause of the issue. Please refer to the link.
