Cannot start Software Protection Service

have taken ownership of sppsvc, have changed ownership on regedit, process still won't start, telling me access is denied, I have also reset windows, and still the process will not start, it is not allowing me to update because of this

    Is the service named Remote Procedure call running and set to automatic?

    Please try installing the latest feature update manually and let us know.

    The fastest way to get the upgrade is through the Media creation tool or ISO file. Please download the Media Creation Tool and select "Upgrade this PC now".

    If the update fails, let us know the error code, and run the Setupdiag tool. Post the outcome of the same. We may need some logs depending on what the outcome is.

    I ran the registry key you sent, it said it applied the changes, but the process still won't start, it still tells me access is denied

    Thanks. I am troubleshooting from scratch so let us see if that helps.

    Can you try restoring the entire service using this Registry key?

    in the registry editor the service is already assigned the value 2, but it is simply not running

    What happens if you change the value in the Registry to 2? Do you get access denied?

    It would be 4 if it is disabled.
