I have used Png to Jpg converter online tool, Can it be possible to convert it offline.

IrfanView (https://www.irfanview.com/) is a tool that has been frequently recommended over the years. But a Google search for "free offline image converter" will turn up quite a few others. One that I saw was Pixillion at https://www.nchsoftware.com/imageconverter/index.html
Ifranview is a free image viewer I use. It allows you to open PNG and SAVE AS to JPG.

It also does simple image editing like removing spots and "cloning" or "stamping" to hide larger objects.
You can open the picture with paint and save in other picture formats. The picture is Jpg so not showing convert to same.
