So basically I have an issue with my monitor driver. The problem is that my monitor is actually 16:9 and 1280 by 720. But windows recognizes it as 4:3. I have tried all sorts of solutions like deleting ghost drivers using intel's driver diagnostics but all that results in nothing and saying everything is fine. Note I used to have this problem before I upgraded to windows 10 so its not an operating system thing.

Can you link me some drivers?
I only installed it a few days ago but I was also having the exact same issues when on windows 7 and everything said it was the correct driver so its not that issue
FYI, some displays send the wrong info to the GPU/OS so its difficult to say what's going on. The GPU and OS should be able to correctly know what the correct resolution and other info is from the display.
GPU drivers tend to have to "fix" that. Of course, the GPU and OS could also always get things wrong.
So you should try a different GPU driver and also try to manually set the settings. Besides that, not sure what you can do besides getting a different display or maybe using a different connection type which could possibly provide a different result.

-When did you install Windows 10?
I checked your computer manufacturers website and it appears that your computer model is not supported to run in Windows 10 version, your manufacturer which is Dell did not release a driver for Windows 8, 8.1 and Windows 10, that is why you are experiecing driver compatibility issue with the display.
The last time they release a driver is for Windows 7.

What I can suggest is for you to go back to Windows 7 which is the one that is supported or reach out to Dell if they have alternative driver that you can use.
