Please click advanced options > open command prompt > type:

    bcdedit /set {current} safeboot minimal

    reboot

If you prefer safe mode with networking then type:

    bcdedit /set {current} safeboot network

    Hi IsaacB2,

I'm Paul and I'm here to help you with your concern.

You should boot into Safe Mode easily.

I suggest that you try to boot in Safe Mode via Command Prompt.

    > Open Command Prompt as Admin.

    > Copy-paste the command below and enter.

    bcdedit /set {default} safeboot minimal

    > Enter the command below to restart the PC.

    shutdown /r

If you cant still boot in Safe Mode, the system might be corrupted or there must be something preventing booting in Safe Mode. I will suggest that you try the following to fix the system.

    1. Install the latest Windows Updates.
    2. Use System File Checker to check and fix corrupted system files that may be the cause of the issue. Please refer to the link.

    https://support.microsoft.com/en-us/help/402652...

    1. Use System Restore to restore your Windows to the point before the issue persists.

Open Control Panel > System and Security > System > System Protection > System Restore then follow screen instructions.

I hope this helps. Feel free to ask back any questions and keep me posted.

What problems are you having with the computer?

What do you plan once in safe mode?

Run the V2 log collector and post a share link into this thread using one drive, drop box, or google drive.

Have you already looked at your apps, All apps? Scroll down to Windows Tools, open it and click on System Configuration. See if you can do a safe boot from there.
