Windows 10 will not boot

Any help is appreciated. I am not that good with computers so I may not understand some instructions.

When I start Windows 10 I get an error message stating that the file \windows\system32\winload.efi is missing or contains errors with Error code: 0xc000000f. The error code is 0xc000000f. It is asking me to insert the installation media, which I did. When I try to boot with the USB, it brings me to the Windows installation menu. The installation options do not work, so I click repair PC, which brings me back to the Windows recovery menu.

Things I have tried:

Startup Repair: couldn’t repair the pc 

Command Prompt: Stuck in the X:, tried DISKPART and then list vol. This shows the correct partitions and that my HDD(where I am booting from)  is labeled as “D.” I switch X: to D:. But when I try to use the Regback method starting with “windows\system32\config,” it says that the system cannot find the file path specified. 

bootrec /fixmbr --> Ok

bootrec /fixboot --> Access is denied

bootrec /rebuildbcd 

Does not work, and it says that the number of windows installations is  0.  

To use system restore, you must specify which WIndows installation to restore. Then close. 

Cannot uninstall latest quality/feature update. We ran into a problem and won’t be able to uninstall…” 

Already done sfc/ scannow 

And chkdisk with 0 problems
