Visual Basic 4.0

I have an older Craftsman Multi-meter (Craftsman Model 82357) that has the capability to interface with a computer to record data from the meter. The meter came with an old floppy disc and from what I am finding out, the software works with Visual Basic 4.0. I am wondering if Visual Basic 4.0 will work with Windows 10 or should I use one of the newer versions or am I just out of luck with ever making this old unit (Circa 1990) ever work to max capability? Any help would be greatly appreciated.
