When was the last time it worked properly? What is your current Windows version and edition? Press Start then click Settings(Gear icon), select System then About.
**Let's try to Refresh the Windows update service
- Download the Windows update .reg file and save it to your computer

- Double click on the downloaded .reg file to merge it
- When prompted, click Yes, and OK.
- Restart your computer
- Please check if the windows update service is now restored and running
- Press Start then search Services
- Find Windows update in the list and double click it
- Startup type: Automatic and service status: Running
- Please check if the issue still persists.
**Please try creating a new local administrator account.
