Windows Copyright (installing)

Hello, I have been reading Windows copyrighf attempting to clarify some things, but I cant seem to find an answer to my question:

Is it illegal to charge to install Windows for someone? This means they are using the public ISO from the Windows media tool, but they are assisting someone in installing it by guiding them through, but charging money. If anyone can clarify this for me with citations from the official ToS I would appreciate it.

If someone hires you to install a copy of Windows for them, that's your labor and you can charge for that if you wish. They need to have a license for it, but even without a license, Windows should still install and run (for a while).
