Desktop folder stuck

A couple months ago I had trouble with my onedrive. Too lazy to handle it so I uninstalled it. A file in my pc was crashed(refer to the photo below)

The problem now is that the file is on my desktop screen, and I cant even do anything with it. Cant delete to recycle bin, transfer to other file. Literally nothing

    Try to download and use ResourceHacker from this link: https://drive.google.com/drive/folders/<removed>

    It is one I have already downloaded and setup and stuff so you can just download it and go. Then try to open the file with Resource Hacker, and see it opens. Let me know what happens

    Okay, then you need to re-install OneDrive temporarily, then run those two commands and restart (not shut down) your PC, then if you no longer want to use OneDrive, you can uninstall it again.

    I am Dave, I will help you with this.

    Press Windows Key + R

    In the Run dialog, paste this and hit Enter:

    %localappdata%\Microsoft\OneDrive\onedrive.exe /reset

    Then repeat the process and paste this:

    %localappdata%\Microsoft\OneDrive\onedrive.exe

    Then, restart (not shut down) your PC.
