Windows 11 problem: explorer.exe-system Error

my computer was blinking repeatedly before ..but now this error message appeared ..I can't go to settings nor the task bar below doesn't even appear ..this message always pop up anywhere i go ...

    This may be due to some third party Explorer extension added recently. Please use recovery environment to run system restore and roll back to date before the problem appears.
    Or you may use Windows installation media and try recovery steps described at https://support.microsoft.com/en-us/help/402603...

    I can't even open settings to use wifi to download windows installation media and I can't even run it when I import the downloaded windows installation media file (i download it from my phone)..I don't whats know going on .please help me

    You may run Recovery environment by aborting Windows load three times in a row by holding power button.

    Then you'll be able to use restore points or run a command prompt and use sfc command as describes at the link above.

    Or you may use another PC to create installation media. Can you ask your friend or neighbour for help?
