Windows Programs flicker when hovering mouse cursor over them

When I move my mouse cursor over ui elements in windows programs, they disapear and reapear. How can I stop this from happening? I have linked video footage of it occuring:

You're welcome and thanks for the update. If that's the case, let's try to perform the other methods below.

Method 1: Create a new user profile

  • We will try to create new user profile to check if the issue happens on all windows users on your computer or just isolated on the current profile that you're using.
  1. Open the command prompt with elevated access (Administrator Access)
  2. Type the below command and hit enter every after command.

net user "account name" /add

(change the "account name" to any name that you preferred)

net localgroup administrators "account name" /add

(change the "account name" with the name that you put in the first command)

  1. Close the command prompt and switch to the new user.

Check if the same issue occurs on the new user profile.

Method 2: In-Place Repair

  • In-place repair/upgrade or repair reinstall is a process of re-installing Windows without touching any of your applications or personal files. In this way if there's any data corruption, damaged system files or missing system files on your computer, this repair will fix or repair them.

To start we need to download an ISO file of Windows 10 and save it to your computer. Please follow the instruction on the link below to create an ISO file

After the ISO is created, follow the instructions (video tutorial) on the link below created by PaulSey, Microsoft Agent, on how to perform repair install on your computer.

This process will take some time to complete so you need to be very patient in waiting until the process completes. Once done , restart your computer and check if the issue is resolved.

    I'm Jerico T., I understand that you're having some issues right now and I'd be more than happy to help you today.

    Prior to the issue, have you made any recent changes on your computer? Please try to perform the methods below and check if any of the methods will fix your concern.

    Method 1: Check for Windows Update

    1. Open settings by pressing windows key + I
    2. Select Update and security
    3. It will automatically check for available updates, if not, click the Check for updates button
    4. Download and install available updates, restart your computer if necessary and check if the issue still persist.

    Method 2: Perform SFC Scan and Repair Windows Image

    -This process will perform scan for any corrupted system files or integrity violation and will attempt to repair it along with the Windows Image.

    1. Open command prompt with administrator access
    2. Type each command below and wait until scan is completed.

    sfc /scannow

    DISM /Online /Cleanup-Image /CheckHealth

    DISM /Online /Cleanup-Image /ScanHealth

    DISM /Online /Cleanup-Image /RestoreHealth

    Quick note: While the command is running, it's expected to see the process stuck at 20 or 40 percent. After a few minutes, the process will complete successfully.

    Once you complete the steps, the Deployment Image Servicing and Management tool will connect to the Windows Update servers to download and replace any damaged files in the local image for Windows 10 as necessary.

    1. Close the command prompt.

    Thank you. I ended up following a similar route of reseting the pc while keeping files using the recovery options in windows and it seemed to fix the issue. I will use this method if I have issues in the future.

    Hi Jerico, thank you for your reply. I have gone through the steps and still encounter the issue. One thing I tried doing was putting the computer into safe mode and when I open these same applications like sticky notes or windows photos, the issue is completely gone.
