2021-12-15T01:24:18+00:00 Hey Filip,
I had similar issue and eventually i found out it was all about the motherboard dying slowly. May be you can also check the hardware issues.
I also tried some instructions touching recovery mode as i had good experience with this some years ago https://docs.microsoft.com/en-us/windows-hardware/manufacture/desktop/windows-recovery-environment--windows-re--technical-reference?view=windows-11
Some troubleshooter websites like this can also give additional explanations and what to do https://errorpile.com/0x/0xc0000017-error
Maybe it helps.

I am Dave, I will help you with this.
If you cannot access the Recovery Environment, then, you will need to create a bootable Windows 10 USB on another working PC and boot your PC from that, then rather than installing Windows 10, select ‘Repair this Computer’ that will give you access to the Recovery Environment from there
Click this link:

to download the Media Creation Tool (Click on Download Tool Now), with that you can download the latest Windows 10 ISO (Select Create Installation Media for Another PC), you can create a bootable USB flash drive (min 8GB) using that tool
Then, Boot your PC from the Installation Media you just created (change Boot Order in your BIOS)
