Need help troubleshooting failed SQL Server 2019 install

Hi all,

I've successfully installed SQL server 2019 (and various versions over this) many many times, but now I've been stuck on one install for days because of error code 1603. Like most MSFT error codes, looking this up yielded no useful results as their error codes are typically extremely generic and unhelpful. Hoping anyone here can shed some light into this. Attached is a screenshot of what I've been getting and the error code for every feature is basically the same. I checked the log, but, again, it follows the standard of being totally useless. This server does have SQL Express installed, so I'm wondering if I have to remove that first? I did attempt to upgrade it but received an identical error code. There is no AV on this server at the moment, nor are there any policy that would prevent this as we have other servers with identical setups that have no issue installing this. This is on Windows Server 2016 (that there's evidently no category for?)
