Sorry, there is no Windows setting or registry hack that can change to distance from the scrollbars when the mouse will be released.

When holding and scrolling a scroll bar, while still holding it, there is a distance where the mouse cursor can go away from the scrollbar (horizontally/sideways when scrolling up/down) before it automatically releases the scroll bar.
I'd like to know how to increase this distance.
