- We’re experimenting with showing ALT + TAB as windowed instead of full screen for some Insiders.

2022-01-11T12:17:16+00:00 You are pressing Alt+tab right?
This feature is really different from W10, it's a default of the W11 system to blur the background, but I don't see how this can cause a problem, because Alt+tab is just for switching between open windows.
If you wish, you can use the Windows key+F shortcut to send your feedback about this new feature.

Can you send a screenshot so I can better understand how this blur happens please?
Because I use Windows 11 and I didn't realize it.
Does this happen only with the task manager window or with any window?
In the beginning, in the task manager, select the process Windows Explorer > restart.
