Computer slows down dramatically when plugged in

Computer: Microsoft Surface Book 2

CPU: Intel Pentium 4415y

RAM: 8GB 1600ghz

When I plug in my computer, everything is fine up until about 15 minutes later when the computer slows down to a screeching halt. I don't think this is thermal throttling, as when I'm doing my normal activities of watching youtube and scrolling through Reddit, it doesn't exceed 60 degrees C, and I'm typing this with my computer plugged in currently. I've tried editing the power plan but the option doesn't show up. Any help would be great.

    Plugging in the power will slow the computer down after a while. Because the power is plugged in, it takes a while for the computer to warm up. Your description is more like a temperature problem. But you said it doesn't go above 60 degrees when you are watching youtube and scrolling through Reddit. And you have tried editing the power plan but the option doesn't show up. It means your device doesn't support it. Newer devices have an adjustable power mode to allow you to balance your preference between best battery life and best performance. Perhaps you could try some of the other methods in this link to see if your problem is solved: What to do if Surface is running slower (microsoft.com)

    I'm more inclined to think it could be a faulty charging cable or battery. If this is a new computer and it's still under warranty, I would contact Microsoft manufacturers to get their support.
