Speech Recognition Error Recognizer language must match the language of the user interface

I am running Windows 10 Pro with the latest update.

I have tried changing the recognizer language and the language of the user interface, it doesn't matter what I set them to I still get the error.

Currently they are both set to US-ENGLISH.

I have tried all the below and nothing any help or ideas?

Option 1: Fix ctfmon.exe

Option 2: Using Speech Recognition Settings.

  1. Open Control Panel and click on the Speech Recognition icon. Now click on the "Advanced speech options" link is given in the left sidebar.
  2. It'll open a new window. Make sure the Language is set to the correct locale and the "Review documents" option is not checked.
  3. Apply the changes and restart your system.

Option 3: Using Regional Settings.

  1. Press Windows key and type intl.cpl and press Enter. It'll open the Regional Settings window.
  2. Click the "Administrative" tab and click "Change system locale...".
  3. Change the location to something different and restart your system.
  4. Upon reboot set the location to correct one and restart your computer, and when it boots up, check to see whether or not the problem has been resolved.

    Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account. Then continue with the other steps to go over your install most thoroughly.

    Update your drivers and BIOS/UEFI firmware from PC or motherboard maker's Support Downloads web page, using the full model number, Serial Number or Dell Service Tag on sticker. Compare the latest drivers available for download with the ones presently installed in Device Manager reached by right clicking the Start button. Make sure you have the latest BIOS or UEFI firmware, Chipset, Display (Video), Sound, USB3, Bluetooth, Network and all other drivers, or else download and install the latest now.

    Updating drivers from the Device Manager or Windows Update is rarely enough. The most basic thing we need to learn to maintain a PC is keep the latest manufacturer's drivers installed from their Support Downloads web page.

    If nothing else works then do a Repair Install, by installing Media Creation Tool, open tool and choose to Upgrade Now. This reinstalls Windows while keeping files, programs and most settings in place, is the most stable method to advance to the latest version, and solves most problems.
