    Make sure you use an account with administrator rights on this computer to run the SQL Server installation, or run the SQL Server installation(setup.exe) as "run as administrator".

    Please try to download the SQL Server installation resources to a local disk and try the installation again. If the installation still fails, You may need to install the Microsoft Visual C++ 2015-2019 Redistributable (x64) first.

    According to the summary file you provided, I can see that no SQL Server instance has been installed on your computer. So please try the following steps to clear all SQL Server installation remnants and reinstall SQL Server 2019. These steps will affect all SQL Server instances.

    1.Go to "Control Panel\Programs\Programs and Features" (Microsoft SQL Server 2019) to delete SQL Server and its components.

    2.Back up the registry.

    3.Delete the following items in regedit:
    --HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ Microsoft SQL Server
    --HKEY_LOCAL_MACHINE \ SOFTWARE \ Microsoft \ MSSQLServer

    Go to --HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Uninstall to delete all subkeys that reference SQL Server
    Go to --HKEY_LOCAL_MACHINE\ SYSTEM\CurrentControlSet\Services to delete all keys referencing SQL Server

    4.Delete all the SQL Server folders in the computer (the default is C:\Program Files\Microsoft SQL Server).

    5.Restart the computer and temporarily disable the Windows firewall. Then run the installer(setup.exe) as an administrator to install SQL Server 2019 again.
