    Hi,

1.Have you verified if you could successfully login even in the Azure Portal instead of connecting via windows Admin Center?

2.There are some requirements listed for the machines to be managed via Windows Admin Center that are listed below with different scenarios:
use Windows Admin Center running on your on-premises PC or server to manage the operating system on one or more Azure virtual machines (in addition to on-premises servers, PCs, and VMs).

    https://learn.microsoft.com/en-us/windows-server/manage/windows-admin-center/azure/manage-azure-vms
use Windows Admin Center (preview) in the Azure portal to manage the Windows Server operating system inside an Azure VM

    https://learn.microsoft.com/en-us/windows-server/manage/windows-admin-center/azure/manage-vm

3.Per known issues listed for WAC, it mentioned that:
if you use a Microsoft Account (MSA) or if you use Azure Active Directory (AAD) to log on to you Windows 10 machine, you must use "manage-as" to provide credentials for a local administrator account.
