I tried older drivers from before it started, bios is up to date.
I also tried fresh windows installation and the issue happens before I install any drivers or software.

I have an issue at which online videos and images is not displayed well. some images\videos are full of pixelation (see below image). The video is heavily pixelated, the first suggestion on the right is slightly pixelated and the others are fine. refreshing the page, might clear it up, might give the same result or a different amount of pixelation.
This happens across all websites including YouTube (through Firefox. It causes Chrome and Edge to crash constantly), happens in Steam images and various other programs.
Games work, Media player, etc all work fine.
I tried changing settings, updating every driver available, but nothing works.
Any Ideas?

Hi,
I will recommend that you clean uninstall the currently installed Display Driver using DDU then download and install an older version of the driver.
I also suggest that you update BIOS to the latest version if it's available.

I tried it, before and after restart, now Edge is having the same issue.
Re-enabling the display adapter and restarting again fixed Edge only.
Any other ideas?
Google didn't know the answer to this one. spent over a year trying.

Can you disable the Display Driver temporarily so that we can confirm if the issue is caused by the driver?
Open Device Manager > click Display Adapters > right-click Display Driver > click Disable Device.
After that, open the programs to see if the issue still persists.
