Import my call conversion data if I'm using a third-party call-tracking system
I am using Microsoft Bings ads .NET library version V13.
Currently I am able to upload form leads which has MicrosoftClickId using OfflineConversion array in ApplyOfflineConversionsRequest through CampaignManagementServiceClient.
As per https://learn.microsoft.com/en-us/advertising/campaign-management-service/offlineconversion?view=bingads-13 , The MSCLKID for the offline conversion is required. Our system uses a third party call tracking system CallTrackingMetrics and we do not have MSCLKID .
How can I upload my call conversion data ?

You have to capture the click ID on your website and use it in the 3rd party tracking systems which actually send the offline conversion data using our APIs. I don’t know the details around the third party system you are using. In general though there is no way to get around MSCLKID in offline conversions. Does this help?
