Microsoft 365 Admin Account Setup Failure

Dear Microsoft Support Team,

I’m reaching out regarding a persistent and unresolved issue with the setup of a Microsoft 365 admin account for our organization.

Despite following all recommended steps, I have been unable to complete the setup due to repeated address validation failures during payment — even though the card and billing information are accurate and regionally valid. I have exhausted every documented workaround, including browser changes, address formatting, and VPNs.

I created a personal Outlook account solely to access support, and was connected to a representative who acknowledged the limitation and escalated my issue.Case reference numbers from that interaction are:

However, I have not received any follow-up from the commercial support team. I’ve also attempted to contact regional and global support, including calling multiple numbers and navigating multiple portals — all of which ultimately require an active business tenant login, which I am unable to create due to the setup failure itself.

This experience has highlighted serious gaps in Microsoft’s onboarding experience for new customers outside traditionally supported regions.

    Microsoft 365 is sold online but also through partner network. Maybe it's a good idea to contact one of the local Microsoft partners (many of IT integrators are as well as many IT shops) and purchase there.
