Strange errors with web app, no code change, web app down, azure web editor preview errors, will not restart

Trying to restart web app from outage and zero code change or deployments and error.

Also cannot connect via FTP, after resetting password even. Further cannot view the web app files in Azure portal > editor preview, receives error.
