Could debug a application and test it but could not publish it to make an install file

I can't publish my solution but I could test and debug it. reason why?

    Check if the path is existing.
    Try deleting the release folder and running your application as administrator. Make sure these files are not occupied by other programs and you have permission to access the path.

    I click on build and publish then click next until it finishes.
