Access to Recording and Transcript

If an attendee accepts the invite for a MS Teams meeting (that will be recorded) but does not join the meeting the day scheduled will that person(s) be able to see and access the recording?

    Everyone invited to the meeting will be able to view the recording.

    Also, if you recorded or organized the meeting, you can share the recording with people who weren't invited to the meeting—by just sharing it like you would share any other file.
