I am trying to prevent users from creating new Teams. There is no way to do this in the Admin portal. I followed this KB https://docs.microsoft.com/en-us/office365/admin/create-groups/manage-creation-of-groups?redirectSourcePath=%252fen-us%252farticle%252fmanage-who-can-create-office-365-groups-4c46c8cb-17d0-44b5-9776-005fced8e618&view=o365-worldwide. However, I got a message that Get-AzureADDirectorySetting cmdlet is not recognized. Does anyone have a different suggestion?
Really appreciate any tips.

After done many researches, I found the method you mentioned should be the proper method. As for the error, please re-check the steps in the link you offered, to see whether you run the PoweShell as administrator or something else. Or you can capture a detailed screenshots of the steps for me, so that I can check on my side.
